NAWAF ALENEZI, AMBASSADOR OF THE STATE OF KUWAIT TO THE KINGDOM OF BELGIUM, THE GRAND DUCHY OF LUXEMBOURG, THE NATO AND THE EUBRUSSELS Your Excellency, could you explain how the Kuwait Vision 2035 is currently shaping the country’s key economic development priorities, and what concrete opportunities it offers to European and Belgian companies? Certainly. Kuwait Vision 2035, also known as New Kuwait, is the guiding framework for our country’s transformation into a regional financial and trade hub. The vision is focused on diversifying the economy beyond oil, empowering the private sector, and attracting foreign investment to build a more sustainable and competitive future. To realize this vision, we’re investing heavily in key non-oil sectors such as information technology, renewable energy, healthcare, education, and infrastructure. For instance, Kuwai t i s placing digi tal i zat ion and innovation at the center of our development strategy, enhancing government services, supporting tech startups, and building smart infrastructure. We are also improving our logistics and connectivity. Kuwait is upgrading its main port and airport to boost trade and tourism. In fact, Kuwait International Airport’s $4.3 billion Terminal 2 is redefining aviation with cutting-edge engineering, sustainability, and design. Plans are underway for Kuwait to be part of the wider GCC railway network, which will enhance regional trade flows.
7 For European and Belgian companies, this represents a valuable opportunity. We are actively seeking international expertise in areas like smart city development, clean energy, digital transformation, healthcare systems, and education services. Belgian firms, in particular, with their strong track record in innovation and sustainability, are well positioned to contribute meaningfully to Kuwait’s development journey under Vision 2035. As Kuwait intensifies efforts to diversify its economy, which sectors are currently experiencing strong growth or opening up to new opportunities, and what recent reforms have been implemented to facilitate foreign investment and enhance the overall business climate? We are moving with determination to diversify our economy, and we are seeing strong momentum across several sectors. Petrochemicals and downstream industries continue to grow, but we are also seeing rapid development in renewable energy, digital technologies, healthcare, and real estate. To suppor t thi s di vers i f i cat ion, the government has enacted a series of reforms aimed at making Kuwait more attractive to foreign investors. These include the introduction of the Public Debt Law to enhance fiscal sustainability, and the Real Estate Developer Law, which stimulates private investment in both the real estate and banking sectors. We’ve also launched digital initiatives like the Smart License Project and the Office Licenses Merger System, simpl i fying business registration and reducing bureaucracy. These are part of our broader shift toward digital governance and innovation-led growth. We’re also exploring the development of a dedicated Carbon Zone, which will support clean energy research, carbon capture technologies, and green industry investment. These reforms are sending a clear message: Kuwait is open for business and committed to creating a dynamic, investor-friendly economy. Kuwait has historically been a financial hub in the region. What is your vision for the country’s future in this regard? Are there ambitions to further develop Kuwait as a regional or international financial center? Yes, absolutely. Kuwait has long had a respected role as a financial player in the region, and we are now working to enhance and modernize that role. Our vision is to position Kuwait as a safe, stable, and globally competitive financial center, both regionally and internationally. To that end, we are developing special financial zones, introducing more flexible and transparent regulations, and creating an environment conducive to fintech, wealth management, and digital finance. We are also pursuing legislation that promotes asset protection and attracts high-net-worth individuals and global investors. The goal is to offer not only a robust financial infrastructure, but also awelcoming platform for international financial institutions, investors, and innovators. We are drawing inspiration from successful financial hubs globally while adapting those models to fit Kuwait’s unique economic strengths and regional role.
8 How do you assess the current economic and trade relations between Belgium, Luxembourg and Kuwait, and which sectors or projects do you see as the most promising for strengthening partnerships between our two countries? Our relations with Belgium and Luxembourg are very positive and gainingmomentum. The European Union is Kuwait’s largest trading partner, andwe are seeing a renewed energy in our growing bilateral ties, particularly with Belgium, where we are building on more than 60 years of diplomatic relations. Trade between Belgiumand Kuwait has been steadily increasing, with Belgium primarily exporting chemicals, food products, and machinery, while importing mineral products from Kuwait. But beyond trade figures, we are entering a new phase of cooperation. We see strong potential in sectors like petrochemicals, clean energy, healthcare, advanced manufacturing, and sustainable infrastructure. Belgian expertise in these areas is world-renowned, and we believe joint ventures and strategic partnerships in these fields can bring mutual benefit to both our countries. Your Excellency, how do you see the recent Belgian economic mission to Kuwait contributing to the strengthening of trade relations between our two countries, and what message would you like to share with Belgian companies to encourage them to further develop their presence in the Kuwaiti market? How do you value this visit? The recent Belgian economic mission to Kuwait in April 2025 was truly a landmark event. We welcomed over 40 companies from Belgium across various sectors, and the level of engagement, through meetings, institutional visits, and sectorspecific briefings, was both meaningful and productive. This mission has significantly contributed to deepening trade ties and opening new channels of cooperation. It allowed Belgian businesses to gain firsthand insight into the Kuwaiti market and to explore how their expertise aligns with our national priorities under Vision 2035.

How do you assess the current state of petroleum-related investments between Kuwait and Belgium, and how do you see these evolving in light of Kuwait’s economic strategy and the broader energy transition underway in Belgium? The energy relationship between Kuwait and Belgium is long-standing and strategically impor t ant , wi t h Kuwa i t Pet ro l eum International, under the Q8 brand, playing a prominent role in the Belgian and broader European energy markets. Q8 operates an extensive network of service stations in Belgium and continues to invest in fuel distribution, mobility services, and cleaner energy solutions that reflect the evolving demands of European consumers. A recent example of th i s ongo i ng commitment is the opening of a new Q8 service station in Berchem, Luxembourg, one of the largest and most modern in Europe. This development reflects the direction in which Kuwait’s international energy investments are heading—combining operational excellence with innovation, sustainability, and customer-centric design. At the national level, Kuwait continues to invest significantly in its petroleum sector, with over $33 billion allocated through 2029 to enhance production capacity and reach a target of 4 million barrels per day by 2035. At the same time, we recognize the global shift toward sustainability and are actively advancing our strategy to include renewable energy, petrochemical expansion, and environmental innovation. Belgium, with its world-class expertise in petrochemicals, green logistics, and clean energy technologies—particularly through hubs such as the Port of Antwerp—is a natural partner in this transition. We see growing potential for collaboration in areas such as green hydrogen, carbon capture, sustainable fuels, and advanced industrial solutions. Our goal is to ensure that petroleum-related investments between Kuwait and Belgium remain not only commercially viable but also fully aligned with the shared ambition of a more sustainable and forward-looking energy future.
12 KUWAIT AT A GLANCE Population Kuwait has a population of approximately 4.5 million, including a significant expatriate community. Capital City Kuwait’s capital city is Kuwait City, a vibrant urban center and the economic, cultural, and political hub of the country. Major Cities Kuwait City (capital), Al Ahmadi, Al Farwaniyah, Hawalli, Jahra, Salmiya, and others. Religion Islam is the official religion of the State of Kuwait, and Islamic Law (Sharia) is a principal source of its legislation. Economy Kuwait is one of the world’s leading oil-producing countries, with petroleum accounting for a substantial portion of its GDP and government revenues. At the same time, the country is actively investing in economic diversification, promoting sectors such as finance, logistics, infrastructure, education, healthcare, and renewable energy. With a high income per capita and a business-friendly environment, Kuwait offers significant opportunities for international investors and companies. Climate Kuwait has a desert climate, characterized by extremely hot summers, mild winters, and very low rainfall. Currency Kuwaiti Dinar (KWD). 1 Kuwaiti Dinar = €2.78–€2.85. The Dinar is one of the strongest currencies in the world. National Day Kuwait National Day is celebrated annually on 25 February, followed by Liberation Day on 26 February, marking the country’s independence and liberation from occupation. 13 INVESTMENT STRATEGY Kuwait is one of the most dynamic and fast-growing economies in the Gulf region, maintaining stable growth despite global economic challenges. Under the guidance of His Highness the Emir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, Kuwait is pursuing its path towards a diversified, competitive, and knowledge-based economy. The country has launched several initiatives to strengthen its position as a regional hub for business and investment. Kuwait is actively developing an investor-friendly environment, making it easier for foreign companies to establish fully-owned projects across multiple sectors. The government has implemented streamlined procedures for company incorporation, licensing, construction permits, and other essential business operations. Investment Incentives • Tax exemptions: Non-Kuwaiti investors may be eligible for exemptions from income tax for a specified period. • Customs exemptions: Import duties may be waived on machinery, equipment, raw materials, or semi-finished goods essential for production that are not locally available. • Land allocation: Investors can acquire land for investment projects through long-term renewable leases. • Industrial incentives: Non-Kuwaiti investors in industrial projects may benefit from reduced or waived customs fees on imports critical to production. General Privileges • Investors can conduct private money transfers for their investments from abroad in any convertible currency at prevailing exchange rates. • Foreign direct and indirect investment is protected against expropriation or similar acts under Kuwaiti law. • Ownership of investments may be transferred between non-Kuwaiti or local investors. Through these measures, Kuwait aims to attract international investment, foster sustainable economic growth, and create a competitive business environment. Belgian and Luxembourg companies, in particular, can leverage these incentives to expand into the Gulf region and participate in the country’s ongoing diversification and development initiatives.
14 VISION 2035 Kuwait Vision 2035, also known as “NewKuwait,” is the country’s long-term national development strategy designed to transform Kuwait into a regional leader in finance, trade, culture, and innovation by the year 2035. Launched in 2017, this vision reflects Kuwait’s strategic goal of reducing its heavy reliance on oil revenues by building a more diverse, sustainable, and knowledge-based economy. At the heart of Vision 2035 is the ambition to diversify the national economy. The government seeks to stimulate growth in non-oil sectors such as finance, technology, renewable energy, healthcare, tourism, industry, and education. A key focus is encouraging the private sector and attracting foreign direct investment, while also promoting entrepreneurship and supporting small andmedium-sized enterprises. Economic diversification is pairedwith a plan tomodernize public services by streamlining bureaucracy, enhancing transparency, and gradually shifting the role of service provision from the public to the private sector. Human capital development is another pillar of the vision. Kuwait aims to reform its education system to better align with global standards and the demands of a modern labor market. This includes investing in innovation, research, and vocational training, while also empowering youth and encouraging greater participation of Kuwaiti nationals in the workforce. Vision 2035 also emphasizes large-scale infrastructure projects, many of which are being implemented through public-private partnerships. These include the expansion of Kuwait International Airport, the development of South Saad Al-Abdullah Smart City, and the Mubarak Al Kabeer Port. Among the most ambitious undertakings is the proposed Silk City (Madinat Al-Hareer), which is envisioned as a modern urban hub combining business districts, cultural centers, and an international airport, all connected by advanced transportation networks. In the healthcare sector, the vision seeks to modernize medical services, expand access to quality care, and position Kuwait as a destination for medical tourism. In parallel, environmental sustainability plays a central role. Kuwait has committed to producing 15% of its energy from renewable sources by 2030, withmajor investments in solar andwind energy, water desalination, and environmental protection initiatives. Internationally, Vision 2035 aspires to elevate Kuwait’s global standing by strengthening its role in diplomacy, commerce, and regional cooperation. The strategy is structured around seven core pillars: global positioning, infrastructure, human capital, public administration, healthcare, economy, and the living environment. Overall, Kuwait Vision 2035 is a roadmap for national transformation, designed to prepare the country for a post-oil future. Through institutional reform, strategic investments, and economic diversification, Kuwait is positioning itself to thrive in an increasingly competitive and interconnected global landscape.
15 INVESTMENT SECTORS OIL & GAS (DOWNSTREAM & PETROCHEMICALS) Kuwait’s oil and gas sector remains the backbone of its economy, accounting for nearly 90% of export revenues and a significant portion of government income. While upstream activities such as exploration and production are controlled by state-owned entities like Kuwait Petroleum Corporation (KPC), the downstream segment is increasingly open to private and foreign investment. The government is focusing on refining, petrochemical production, and oil services to increase value-added outputs and reduce reliance on crude exports. Major projects like the Clean Fuels Project and Al-Zour Refinery—one of the largest in the Middle East—demonstrate Kuwait’s commitment to upgrading its refining capacity and environmental standards. In addition, Kuwait is expanding its petrochemicals sector to meet regional and global demand. Investment opportunities exist in refining technologies, storage facilities, industrial services, and logistics. Foreign firms with technical expertise or partnerships through joint ventures have significant prospects in this capital-intensive but high-return sector. INFRASTRUCTURE & CONSTRUCTION Kuwait’s Vision 2035 national development strategy emphasizes large-scale infrastructure development as a pillar of economic diversification and modernization. The government is investing billions into projects that include transportation networks, urban planning, housing, healthcare, education, and energy. Key initiatives include the expansion of Kuwait International Airport, the construction of the Kuwait Metro and rail networks, and the development of smart cities such as South Saad Al-Abdullah. Public-Private Partnerships (PPPs) play a central role in financing and implementing many of these projects, creating strong opportunities for foreign investors, contractors, consultants, and real estate developers. Demand is also high for technologies related to construction automation, smart building systems, and sustainable materials. With a young and growing population, infrastructure investment is not only a strategic goal but also a necessity to meet long-term demographic and economic demands. Regulatory reforms have made it easier for private entities to participate, making this sector highly promising for medium- to long-term investments.
16 FINANCIAL SERVICES & FINTECH Kuwait boasts one of the most sophisticated financial sectors in the Gulf, supported by a stable regulatory environment and a strong banking system. The sector includes conventional and Islamic banking, insurance, asset management, and investment services. In recent years, financial technology (fintech) has emerged as a key driver of innovation and growth. The Central Bank of Kuwait (CBK) has actively promoted digital transformation, launching initiatives to support electronic payments, open banking, and regulatory sandboxes for fintech startups. With high internet penetration and a tech-savvy youth population, there is growing demand for mobile banking, peer-to-peer transfers, digital wallets, and blockchain-based solutions. Investment opportunities exist in fintech platforms, payment gateways, cybersecurity, and APIbased financial services. Additionally, Kuwait’s wealth management and private equity sectors offer high-value opportunities for institutional investors. The government’s supportive stance on financial modernization and openness to foreign participation make this a particularly attractive area for long-term strategic investment. RENEWABLE ENERGY & ENVIRONMENT As part of its commitment to sustainable development and energy diversification, Kuwait is investing heavily in renewable energy and environmental solutions. The country has set an ambitious target to produce 15% of its energy from renewable sources by 2030. With high solar irradiation levels and vast open desert lands, Kuwait is ideally positioned for solar energy projects. Key initiatives include the Shagaya Renewable Energy Complex, which integrates solar, wind, and concentrated solar power (CSP) technologies. Investment opportunities exist in utility-scale solar and wind farms, as well as energy storage, smart grid technologies, and energy-efficient building systems.
